In Country H, juvenile law has been revised. While the maximum sentence has become life imprisonment, underage offenders are now sent to a "Juvenile Reformatory" for rehabilitation.
However, this nominal punishment has only backfired, leading to an increase in juvenile crime and severe bullying.
Amamori Gen, a high school student living in Country H, is the victim of brutal bullying every single day.
One day, his only friend—a dog—is mauled to death by a dog belonging to his bully, Kanemoto.
Snapping at the loss, Gen inflicts a critical injury on Kanemoto and is thrown into the reformatory.
